My Skype/Steam/Minecraft/email/Maxloader/default username is just "mlockh19". I should probably just buy the domain at this point...

I know what you mean, their spawnrate does seem higher in some places, but as Max said, there is no way to limit this. Besides, creepers are an integral part of minecraft, removing them would change the game completely.

yes, the zone loading issues are probably amplified by npcs and any other issues that contribute (mobs and whatnot). We could check if NPCs are triggering mob spawns (read as players in relation to spawn area validation checks) as that would explain the mob overload and lag in relation to spawn ...

Haha I remember this. I wasn't on at the time, but i recall the lead-up. Dan was making tnt blocks and setting them off. This took the cake though. I remember this area of the mapped lagged the whole server if anyone went close.
