ranks/towns?

hey, its donwhittam from the server. I was wondering, do you have to be an admin to be the mayor of a town/build one? Thanks -donwhittam
As stated in the rules above, You do not need to be an admin, however, you must have 3 people to join you, and admin permission.Server Rules wrote:Towns:
You can only live in 1 town at one time!
A town has a city hall with all the rules on signs, and at least 1 mayor and 3 citizens this to prevent town spamming.
A town has an incinerator.
To make a new town it need 3 citizens and a mayor, and admin permission.
Connect your town to other towns by at least a road made of gravel, a river / train track are optional. (but recommended)
Each new town receives 256 railroad tracks, to be handed out from an admin to a mayor.
When making a river or train track to another town, the other town must concur with this plan.
