Here are the rules and prices for the houses:

basic house (outline) - free
basement - free
second floor - 2g
balcony - free

Rules:
your house must be shorter than the bridges above the housing district
fire is allowed however any fire inside your house must be within a safe distance of anything wood
let a mayor inspect fireplaces before they are lit

you can reserve a house if there is not enough room
